It is said that the framework of present-day Paris was created by the Great Renovation Project carried out by Georges Haussmann, Prefect of the Seine, during the reign of Napoleon III during the Second Empire.
Until the mid-19th century, when Georges Haussmann undertook France's largest urban development project, the Remodelling of Paris, Paris' buildings were dark, poorly ventilated, and extremely unsanitary, making the city a place where disease was rampant.
Haussmann's large-scale urban reconstruction was also aimed at improving Paris' sanitation and letting in light and air.
